To approve the award of grant to Parish Councils to provide assistance as a result of Covid pressure and support to the Council in delivering the community safety message.

To present to Cabinet the key findings, conclusions and recommendations of the Overview and Scrutiny review – Food Poverty

To update Cabinet on the latest financial monitoring position for 2020/21 and approve any revenue or capital budget changes if necessary.

To ask Cabinet to approve the purchase of the University of Northampton’s Avenue Campus (including the Newton Building), through the Housing Revenue Account, in order to develop the site for affordable housing and meet Northampton Partnership Homes’ office requirements.

To ask Cabinet to approve the purchase of a residential block of 44 apartments (15 one-bedroom; 28 two-bedroom; 1 three-bedroom), through the Housing Revenue Account, for use as affordable rented housing. The apartments are currently under construction and are due to be completed in February 2021.

To inform Cabinet of the outcome of Northampton’s application for government funding to increase the supply of affordable rented housing for rough sleepers, and to ask Cabinet to approve the purchase and refurbishment of 15 one-bedroom apartments and 3 five-bedroom HMOs, through the Housing Revenue Account, in order to meet the housing and support needs of rough sleepers.

To ask Cabinet to approve the transfer of a piece of land in Southbridge to the Housing Revenue Account for £1, together with the development of the land for affordable rented housing, in accordance with a section 106 agreement relating to the granting of planning permission on an adjacent site.

To ask Cabinet to approve the Carbon Neutral Northampton Strategy

To ask Cabinet to approve the projects that money can be allocated to which has been collected through the Community Infrastructure Levy payments and report S106 funds held.

The Anti–Social Behaviour, Crime & Policing Act 2014 commenced on 20 October 2014.  One of the powers available through this legislation is a Public Spaces Projection Order (PSPO) which is designed to stop individuals or groups committing anti-social behaviour in a public space.

We seek to use this legislation to help deal with several types of anti-social behaviour (detailed in the report) in parks & open spaces.

The legislation requires public consultation before making such an Order.  The statutory requirement is to consult with the chief officer of police and the local policing body for the area, whatever community representatives the local authority thinks appropriate and any owner or occupier of land within the restricted area.

A PSPO, once made, is valid for 3 years and, if still required, should be renewed before the expiry date.

The purpose of the report is to ask Cabinet to approve  the consultation to prohibit dogs being walked off leads in Phase 2 area of Upton Country Park following some instances of horrific injuries to livestock being lawfully grazed.

Cabinet are asked to consider the sites identified as surplus and the recommendation to progress those sites for transfer or market sale to obtain the outcomes documented in the report.

The Local Plan will be considered at full Council on the 18th January 2021 for submission to the Secretary of State for independent examination.  Once approved, the Plan, and its accompanying documents will be submitted by the end of January or early February 2021.

·         Renew the PSPO Marble Arch following the public consultation period to enable gating to remain for the next 3 years.

To present to Cabinet the key findings, conclusions and recommendations of the Overview and Scrutiny review – Gangs and Knife Crime

Cabinet:

2.1               Noted the contents of the report and noted that future reports will set out the actions being taken by Corporate Management Board (CMB) to address issues arising.

2.2               Noted the financial impacts of the COVID-19 pandemic on the general fund for the financial year 2020/21 as set out at appendix 1 of the report.

2.3               Noted the amendments to the general fund capital programme as set out at paragraph 3.6.1 of the report.

2.4               Approved the use of HRA funds to finance the total development of Belgrave House, if the opportunity arises, as set out at paragraphs 3.7.3 and 3.7.4 of the report.

2.5               Approved the use of £10M of HRA funds, as approved by Council, to deliver the next tranche of ‘street property’ acquisitions, as set out in paragraph 3.7.5 of the report.

2.6               Noted that the Chief Finance Officer will use existing ‘emergency powers to facilitate the virement of funds/budget from the Government Grants received to the Service Budgets as appropriate and available as set out in 3.2.4 of the report.
