     To ask Cabinet to approve a new Housing Assistance (Disabled Facilities Grants and Other Financial Assistance) Policy that reflects changes in legislation, case law, revised guidance and new operational practices

     To ask Cabinet to authorise the purchase of up to 100 homes, through the Housing Revenue Account, in order to reduce the use and cost of temporary accommodation

     The Anti–Social Behaviour, Crime & Policing Act 2014 commenced on 20 October 2014.  One of the powers available through this legislation is a Public Spaces Projection Order (PSPO) which is designed to stop individuals or groups committing anti-social behaviour in a public space.

A PSPO, once made, is valid for 3 years and, if still required, should be renewed before the expiry date.  The current PSPO for the gating of Marble Arch is due to expire on 8 January 2021.

The legislation requires public consultation before making such an Order.  The statutory requirement is to consult with the chief officer of police and the local policing body for the area, whatever community representatives the local authority thinks appropriate and any owner or occupier of land within the restricted area.

The purpose of this report is to:-

·       Gain permission to proceed to the12 week consultation stage in order to obtain public opinion on renewing the PSPO to continue to gate the highway known as Marble Arch.

     To update Cabinet on the condition of the roof at Guildhall, specifically that of the older part of the building and seek approval to delegate authority to appoint a contractor to replace or repair as necessary.

The consultation we sought permission to undertake at Cabinet in October 2019 has now closed. 

The purpose of this report is to:-

·       Cabinet to consider the results of the above consultation

·       Cabinet approve the making of a new Order for the next 3 years.

1.     Approved the new Northampton Borough Local Development Scheme.

1.     Reviewed the contents of the Performance report (Appendix A).

1.     Approved the revised Submission Draft of the Local Plan Part 2, Policies Map and Sustainability Appraisal for publication under Regulation 12 of the Town and Country Planning (Local Authorities) (England) Regulations 2012 as amended

2.     Approved the Consultation and Engagement Strategy for this consultation

3.     Agreed to delegate authority to the Director of Planning and Sustainability with the Deputy Cabinet Member for Planning to make minor spelling, formatting, mapping and other amendments to the consultation documents and the Consultation and Engagement Strategy where they do not alter the intent of those documents.

Cabinet:

1.     Noted the application in Appendices 1 and 2, and designated the area proposed by Great Houghton Parish Council for the purposes of neighbourhood planning.

Cabinet:

1.     Noted the provisional outturn for the general fund and HRA for the financial year 2019/20 as set out at appendix 1 and appendix 5

2.     Approved the proposed revenue budget carry forwards detailed in appendix 2

3.     Approved the use of and contributions to general fund revenue earmarked reserves as shown in appendix 3

4.     Approved the net movement in HRA reserves and working balances as set out at appendix 6

5.     Noted the outturn for the Council’s general fund and HRA capital programmes for 2019/20 and how the expenditure was financed as set out at appendix 4 and appendix 7

6.     Approved the proposed capital carry forwards into 2020/21 set out in appendix 4 and appendix 7

7.     Agreed to delegate authority to the Chief Executive in consultation with the Chief Finance Officer to agree any retention of underspends by NPH
