Minutes:

Cllr Anna King welcomed everyone to the meeting. Introductions were made by everyone in the room. Apologies as listed above.

3.

NBC Wellbeing Partnership - Simon Favell

Minutes:

Simon Favell gave a presentation about the tender for the Adult Prevention services

· NCC and Health have issued a countywide contract

· NBC currently has 48 agencies bidding to provide services to people who are vulnerable in the town. This includes people who have drug, alcohol, depression, mental health problems.

· NBC are looking at offering community services and are keen to work with local agencies who have a knowledge of local needs within the community

· There is no additional money available as the money comes from the same pot of funding as weight management, smoking etc.

· Their aim is to deal with the person individually and also offer support within families in the community. For example someone with mental health may also have issues with housing, money etc.

· The deadline for interest is 22nd October 2014.

· Their aim is to pick up cases at an early stage and prevent people going into care.

· They were finding that different communities had the same issues.

· NBC are looking at GP’s working with leisure centres – ie health checks

· They are also working with the University’s PHD students to research the needs of the community

Questions and Answers

Q. A person may have different issues, how do people access different services

A. They can access it though NBC as a first point of call. They have Gateway team so the person needing support will only need to register once. It will be logged on their systems initially and NBC will build a package of support for the person working with local agencies. He also said that people could also go through an individual organisation that can then refer the enquiry to NBC (as a broker). NBC will pay on outcomes of services delivered.

Q. Prevention is a long gain and it does need money invested in it.

A. It will take about 18 months to set this up properly. There is a cut in money already. The long gain is that there will be a board of people including clients and it could be set up as an Industrial & Providence Society.

Q. With 48 partners delivering – do you recognise the time taken to achieve these outcomes

A. They are looking to start a block grant eg 6-8 people use that money

Q. If you have to create a plan what do you do in an emergency

A. Most partners work 24 hours, NBC would want the group to deal with it and will pay the organisation after. They will put procedures in place with different groups, some who may need funding prior to delivery.

Developing a strategic plan around violence against women

Minutes:

Anna King spoke about the role of the Overview and Scrutiny Panel. The Scrutiny Panel is currently undertaking a review to evaluate NBC’s response in addressing issues around interpersonal violence. She distributed a paper with core questions and asked the group for their views. Some of the responses included:

· Is there a difference between domestic abuse, domestic violence and interpersonal violence

· Interpersonal violence - Rutendo Nyatsine commented that some of the BME communities don’t have an understanding of the term and what it covers.

· Questionnaire to include older people rather than assume it is aimed at someone in their 20’s and 30’s.

· To include LGBT communities

· Re-word question 12 as this assumes that BME communities have larger problems with interpersonal violence

· The questionnaire is about interpersonal violence; however the wording uses the terms domestic abuse throughout. Anna King will ask for the questionnaire to be reworded and email the new version.

Anna King said the she would invite an officer from the Panel to the next meeting.

Note: Since this meeting Alice Morgan has been advised by the NBC Scrutiny

Officer that the questions on the scrutiny core paper cannot be changed.

However an invitation had been extended to the Women’s Forum to attend the next scrutiny meeting (23rd October). As Dawn Thomas and Jane Carr have been already invited it was suggested that Pindy Chahal would also like to attend this meeting.

Other points raised:

· What is the purpose after this questionnaire

· What are the outcomes? The outcomes should be based on interpersonal violence rather than domestic abuse

· Local knowledge of services and who to go to

Dawn spoke about the IPV helpline that NRICC have started which includes other language speakers.

RutendoNyatsine spoke about the Health and Wellbeing event that they organised. The aim was to hold one wellbeing event where everyone can come together. She said that if people are unable to attend then to give her some leaflets that she can display. The group also spoke about capacity and resources. It was also commented that vulnerable people would not go to the events. Discussions took place around the event that the women’s forum were planning for next year and also about the idea of road shows taken across the county. Other suggestions included a package which could be taken into communities.

NBC, Sikh Community Centre, United African Association and Zimwomen to form a working group.

TendaiNdongwe said that she had information on diets, stop smoking, alcohol

etc. and can forward this on.

5.

Community Information Exchange

Minutes:

United African Association (UAA Northamptonshire) is a new group set up to include all groups representing sections of the African community toform an overarching umbrella organisation.

Sikh Community Centre has some funding to support a women’s project in the Spring Boroughs area. They have to target 20 ladies of which they currently have 12. If anyone would like to get involved then to contact Pindy - sikh.ccn@btconnect.com

Vicki Rockall to forward details of Spring Borough working group to Pindy.

They have also received some money from NBC Partnership Fund for Punjabi Catering. This has been set this up as a social enterprise. It involves ladies who may be vulnerable to teach them budgeting skills and share their cooking skills with others.

NRICC are at the end of their quarterly monitoring

Zimwomen Association

· They are involved in making blankets as part of an international programme

· Young Black Achievers’ (YBA) Award to mark the end of Black History Month, taking place on Saturday 1st of November 2014 at The Guildhall, Northampton. Tickets on sale at £15. They are working within schools and also asking for nominations.

· Art & Craft fair taking place on 4th October at the Central Library, Northampton

· Zimwomen are fundraising for a mini-bus. Rutendo will send information.

· Working with Roseland Kativu Mandaza from UAA as a way of bringing all organisations together.

NHFT

· They have been working in partnership with Deafconnect and have recently published a report ‘Sick Of it!’ which gives the first ever analysis of the health needs of Deaf people in the world and the barriers to accessing health services.

· As part of Black History month they are organising an event with storytelling. Tendai to send flyer.

· Working with National BME NHS on a project focusing on BME communities and training them to become commissioners. They will pay £25.00 + travel costs.

The groups discussed the Forum strategy, its aims and vision and also the current Forum plan and how to develop this.

Discussions also took place around the evening meetings and the group agreed that they would prefer daytime meetings.
