Election of the Mayor

Councillor Mackintosh to propose and Councillor Duncan to second: “That Councillor John Caswell be elected Mayor of the Borough of Northampton for the ensuing year”.

 

After election the Mayor will make the declaration of office

 

The Mace Bearer will invest the Mayoress (Mrs Cheryl Caswell) with her chain of office.

 

The Mayor will thank the Council for his election.

Minutes:

Councillor Mackintosh proposed and Councillor Duncan seconded: “That Councillor John Caswell be elected Mayor of the Borough of Northampton for the ensuing year”.

 

The motion was carried and Councillor John Caswell was appointed Mayor and accepted office by making and delivering, to the Chief Executive, the Declaration of Acceptance to Office.

 

The Mayor then took the Chair.  

2.

Vote of Thanks to the Outgoing Mayor and Mayoress

Councillor Mason to propose and Councillor Palethorpe to second:  “That the thanks of the Council be given to Councillor Les Marriott and Mrs Lisa Marriot for the able and courteous manner in which they have discharged their duties as Mayor and Mayoress during their term on office”.

Minutes:

Councillor Mason proposed and Councillor Palethorpe seconded: “That the thanks of the Council be given to Councillor Les Marriott and Mrs Lisa Marriot for the able and courteous manner in which they have discharged their duties and Mayor and Mayoress”.

 

The motion was carried.

3.

Election of the Deputy Mayor

Councillor Larratt to propose and Councillor Hill to second: “That Councillor Penny Flavell be appointed to the office of Deputy Mayor”.

 

After appointment the Deputy Mayor will make her declaration of acceptance of office.

 

The Mace Bearer will invest the Deputy Mayors consort (Mr Michael Flavell) with his badge of office.

Minutes:

Councillor Larratt proposed and Councillor Hill seconded: “That Councillor Penny Flavell be appointed to the office of Deputy Mayor”.

 

The motion was carried and Councillor Flavell was appointed Deputy Mayor and accepted office by making and delivering, to the Chief Executive, the Declaration of Acceptance to Office.

The long service of the employees shown in paragraph 6 of the agenda was noted with appreciation.

Leader and Deputy Leader of the Conservative Group

Councillor Hadland to announce:

 

 “That Councillor Mackintosh be appointed Leader of the Conservative Group and Councillor Markham be appointed Deputy Leader of the Conservative Group”.

Minutes:

Councillor Hadland announced that Councillor Mackintosh had been appointed Leader of the Conservative Group and that Councillor Markham had been appointed Deputy Leader of the Conservative Group.

8.

Leader and Deputy Leader of the Opposition Group

Councillor Palethorpe to announce:

 

“That Councillor Marriott be appointed Leader of the Opposition and Councillor Mason be appointed Deputy Leader of the Opposition”.

 

Minutes:

Councillor Palethorpe announced that Councillor Marriott had been appointed Leader of the Opposition and that Councillor Mason had been appointed Deputy Leader of the Opposition.

Leader and Deputy Leader of the Liberal Democrats Group

Councillor Glynane to announce:

 

“That Councillor Beardsworth be appointed Leader of the Liberal Democrat Group and Councillor Meredith be appointed Deputy Leader of the Liberal Democrat Group”.

 

Minutes:

Councillor Glynane announced that Councillor Beardsworth had been appointed Leader of the Liberal Democrat Group and that Councillor Meredith had been appointed Deputy Leader of the Liberal Democrat Group.

Councillor Mackintosh submitted a report that sought Council’s approval of the group proportionality of seats on each Committee.

 

Councillor Markham seconded adoption of the report.

 

RESOLVED:

 

1.    That the number of seats on each Committee as set out in the report be approved.

 

2.    That the representation of the political groups be as set out in this report be agreed.

Council Meetings

The Mayor to propose: “That the Annual Meeting of the Council take place on 21st May 2015 and that other meetings of the Council take place on the 14th July, 15th September, 27th October, 8th December   2014, 19th January,  23rd February and the 2nd March 2015.

Councillor Mackintosh submitted a report that sought Council’s approval for the appointments to the Arm’s Length Management Board Shadow Board.

 

Councillor Markham seconded the report.

 

RESOLVED:

 

That the Councillors Hibbert, Bottwood, Beardsworth, Mason and N Choudary be appointed to the ALMO Shadow Board.

Councillor Mackintosh submitted a report that sought the confirmation of Council to the appointments to Outside Bodies for 2014/15 with an amendment that Councillor Oldham be replaced by Councillor Hibbert to the Northamptonshire Waste Management Partnership.

 

Councillor Markham seconded adoption of the report with the above amendment.  

 

RESOLVED:

 

That the appointment to Outside Bodies, as set out in Appendix 1 of the report, was confirmed.
