PDF 44 KB Minutes: The Solicitor explained that the restructure was due to restrictions in legislation, specifically the Licensing Act 2003 and the Gambling Act 2005. He noted that Full Council had resolved to delegate all relevant licensing functions to the new Licensing Committees, which would have powers to further delegate to sub-committees and officers as appropriate. It was further explained that where functions were delegated to sub-committees and officers, they could be referred back to the Licensing Committee. In response to a question, the Committee heard that any combination of 3 Committee Members could comprise a sub-committee. Members discussed the report and delegated powers across the range of licensing functions. RESOLVED: 1. The Committee established a number of Sub-Committees to discharge the Committee’s functions under the 2003 and 2005 Acts. 2. The Committee delegated the discharge of the functions set out in Appendix B of the report to those Sub-Committees and Officers. 3. The Committee confirmed that all other functions delegated to it by Full Council were to be discharged by the Committee.
